Fix guess adapter type.

https://crrev.com/b477fc73cfd2f4c09bb9c416b170ba4b566cecaf added a
cost for VPN, but I forgot to fix this method at the same time.
The VPN cost has luckily(?) not yet been rolled out, so no harm done!
