Reapply "Refactor AsyncTcpSocket(s) to use rtc::ReceivedPackets"

This reverts commit 264547d084.

Refactor AsyncTcpSocket(s) to use rtc::ReceivedPackets

Patchset 1 contains original cl.
Newer patchsets contains fix of the problem from pathset 1.
