Rename RemoteEstimatorProxy to TransportSequenceNumberFeedbackGenenerator
This is done to better reflect the responsibility of the class. The implementation implement a new interface FeedbackGeneratorInterface. The purpose of the interface is to allow a new implementation that supports RFC 8888.
