As pointed out in issue webrtc:15146 this Mac/iOS specific variable,
makes the SequenceChecker behave incorrectly on those platforms.
The variable was introduced in a CL that merged the previous checker
classes, ThreadChecker and SequencedTaskChecker, but curiously neither
one of them had such a variable. So I'm not exactly sure what problem
was being solved. Hence I'm wondering if we actually need it.

The motivation for this is to not have to implement this pattern:
foo.h:
class Foo {
public:
Foo();
private:
SequenceChecker checker_;
};
foo.cc:
Foo::Foo() {
checker_.Detach();
}
And instead be able to do this inline in the .h file:
class Foo {
public:
Foo();
private:
SequenceChecker checker_{SequenceChecker::kDetached};
};

ExpectationToString is used to explain why RTC_DCHECK_RUN_ON is
triggered.
Unfortunately, the current implementation only generates verbose strings
when SequenceCheckerImpl is passed as an argument.
Modify ExpectationToString to generate detailed messages even for
derived classes of SequenceCheckerImpl.

that rtc::Location parameter was used only as extra information for the
RTC_CHECKs directly in the function, thus call stack of the crash should
provide all the information about the caller.

Fix this by an API face lift:
1. The class is turned into a handle, which can be empty.
2. The only way of getting a non-empty PlatformThread is by calling
SpawnJoinable or SpawnDetached, clearly conveying the semantics to the
code reader.
3. Handles can be Finalized, which works differently for joinable and
detached threads:
a) Handles for detached threads are simply closed where applicable.
b) Joinable threads are joined before handles are closed.
4. The destructor finalizes handles. No explicit call is needed.
