7eac6caeee Don't use wall clock for stats 
This uses the local NTP clock for RTCP report block stats.

This code exists in the version that Mozilla is shipping, with a review
here https://phabricator.services.mozilla.com/D127709 .

373bb7bec4 Don't use SystemTimeNanos() for current wallclock time on WINUWP 
SystemTimeNanos() will soon be replaced with another implementation
when built with Chromium. This will break the assumption of
SystemTimeNanos() being relative to the NTP epoch. To avoid breaking
any UWP apps, call the TimeHelper::Ticks() function directly, which
is synchronized with the NTP epoch during initialization.

b73c9f0bc3 Extract SystemTimeNanos to its own file 
Prepare for this function to be overridden when WebRTC is included
into other applications such as chromium. This will make it
possible to remove code that keeps track of the difference between
WebRTC and chromium time.
