rtc::TaskQueue is a simple wrapper over TaskQueueBase and adds no
extra features when task queue is used without passing ownership.
Reducing usage of the internal rtc::TaskQueue wrapper gives users more flexibility how TaskQueueBase* is stored.

This CL disables RTC_NO_UNIQUE_ADDRESS on MSan builds since
there have been some issues.

Remove dependency on ProcessThread.
Instead RtpStreamsSynchronizer uses the worker thread
and makes callbacks on the same thread. That in turn
simplifies locking for VideoReceiveStream2, which we'll
take advantage of later.
