Using RTC_DCHECK for test validation is wrong to begin with (gets
compiled out in non-debug builds, which measn we may miss validations),
but becomes extra problematic when we include code with side-effects
inside the DCHECK, which results in release-build tests having a
different flow than intended

BaseTime represents fixed point in time with unknown epoch and thus
make sense to convert to Timestamp type, however Timestamp should always
be positive. however legacy tests expect GetBaseTimeUs to return negative time sometimes.

Add implementation of RTC_DCHECK_NOTREACHED equal to the RTC_NOTREACHED.
The new macros will replace the old one when old one's usage will be
removed. The idea of the renaming to provide a clear signal that this
is debug build only macros and will be stripped in the production build.

Currently test code passes pointer to temporary objects, while
RtcpSender passes raw pointers to objects that are then seen as owned,
and will be manually deleted by a overloaded destructor, which is scary
and fragile.
This CL moves all usage to std::unique_ptr<RtcpPacket> instead, which
may create some heap churn in unit tests but that should be fine.

* Removes legacy defines from rtp_rtcp_defines.
* Simplifies the feedback adaptation logic, this is achieved
by using the ability to preserve lost packets information
from the RTCP message.
* Extracts in flight data tracking to a separate helper class.
* Removes legacy fields and constructors from the PacketFeedback
structure.
* Removes the legacy GetTransportFeedbackVector method.
Apart from reducing total LOC, this prepares for moving the adaptation
to run on a TaskQueue.

packet_size() includes the size of padding, this means that the size
check might incorrectly not trigger even if the payload is empty. In
turn this means that the ReadBigEndian call might read out of bounds
memory.
Refactored the code to reuse the App parsing code more, eliminating
the risk of this particular kind of error.

This adds the RemoteEstimate rtcp packet and wires it up to GoogCC where
it's used to improve congestion controller behavior.
The functionality is negotiated using SDP.
It's added with a field trial that allow disabling the functionality in
case there's any issues.
