This is in prep for the migration of all unwrappers to
SequenceNumberUnwrapper as a standard implementation.
This moves the SeqNumUnwapper to its own header and adds 2 methods to
SeqNumUnwrapper which are defined by other unwrappers:
* PeekUnwrap
* Reset
It also adds two implementations for RtpTimestamps and
RtpSequenceNumbers.

This tests all of the known integer unwrappers in WebRTC
* rtc::TimestampWrapAroundHandler
* webrtc::Unwrapper<T>
* webrtc::SequenceNumberUnwrapper<T>
* dcsctp::UnwrappedSequenceNumber
The conformance tests show differences between in behavior between the
unwrappers.
This change also adds const accessors for the internal values of dcsctp::UnwrappedSequenceNumber.

Add implementation of RTC_DCHECK_NOTREACHED equal to the RTC_NOTREACHED.
The new macros will replace the old one when old one's usage will be
removed. The idea of the renaming to provide a clear signal that this
is debug build only macros and will be stripped in the production build.

The test was failing (in a flaky fashion, interestingly), comparing:
* 50.5 whose mantissa is:
1001010000000000000000000000000000000000000000000000
* with 50.500000000000036 whose mantissa is:
1001010000000000000000000000000000000000000000000101
since EXPECT_DOUBLE_EQ() only allows 4 ULPs difference.
We don't need this kind of precision.

This patch estimates the connection RTT using
EventBasedExponentialMovingAverage. The half time is
set to 500 but can be modified using field trials.
This new metric is currently unused, but will
be used for exploration of of whether it can be used
instead of the existing metric.

There are multiple places in webrtc code where alternative than
default rounding is desired. Typically this rounding is inlined.
e.g. as (<x> + <y>/2) / <y> making code more clumpsy (<y> might be long expression)
and unsafe for large values of <x>
This change introduce small helpers to address both concerns.

This CL implements Welford's algorithm for a
numerically stable computation of the variance.
This implementation is plugged in SamplesStatsCounter class (adapter pattern).
A 'NumericalStability' unit test has been added,
whose previous implementation of SamplesStatsCounter failed to pass.
Follow-up CLs will factorize more occurences of duplicated and misbehaved
computations.

Googletest recently started replacing the term Test Case by Test Suite.
From now on, the preferred API is TestSuite*; the older TestCase* API
will be slowly deprecated.
This CL moves WebRTC to the new set of APIs.
