They shouldn't be part of the API, and moving them to an appropriate
subdirectory of rtc_base/ is a good way to keep track of that.

In preparation for a new remote clock estimation:
RtpToNtpEstimator will now store unwrapped rtp timestamps in
|measurements| and |calculated| flag is out of |Parameters| struct.
Additional missing |Reset| method added to MovingMedianFilter and
PercentileFilter

This class will be used for filtering remote clock offset in rtp streams.
It is a separate wrapper around PercentileFilter because it will be used
in that form in several places.
