0ccfbd2de7 Reland "Use the new DNS resolver API in PeerConnection" 
This reverts commit 5a40b37105.

Reason for revert: Fixed the bug and ran layout tests.

2f5f5fa171 standalone ice transport: dont use component 0 
0 is not valid per https://tools.ietf.org/html/rfc5245#section-15.1 which says
<component-id>:  is a positive integer between 1 and 256

This is part of the RTCIceTransport extension API which is probably going away.

317a1f09ed Use std::make_unique instead of absl::make_unique. 
WebRTC is now using C++14 so there is no need to use the Abseil version
of std::make_unique.

This CL has been created with the following steps:

448c387b82 IceTransportWithTransportChannel: Initialize |thread_checker_| in declaration 
This works around https://gcc.gnu.org/bugzilla/show_bug.cgi?id=89305, which
causes GCC to fail to build the code due to |thread_checker_| being const
there and not having a declared constructor.
