It had a large-ish number of non-standard-formatted lines. This caused
a problem in another CL where I try to move this file: `git cl format`
wants to reformat all these lines, which in turn causes the rename
detection to treat it as a delete+add, making reviewing hard.
Better to just reformat it in a separate CL and get it over with.

Chromium started to use an ErrorProne plugin to discourage synchronized
public methods (an encourage the usage of synchronized blocks).
In order to unblock the Chromium Roll we can suppress these warnings
and decide if we want to align with Chromium on this check or ask
them to make it optional.

In order to avoid conflicts with downstream projects WebRTC is going
to prefix its LOG macros with RTC_.
This CL renames all the LOG macros to macros with the RTC_ prefix and
it also defines backward compatibility LOG macros in order to let
downstream projects to switch to RTC_ prefixed macros without breaking
them.
A follow-up CL will remove the usage of LOG macros in WebRTC.

By having a unique_ptr own the callback data instead of a raw pointer,
the compiler helps us ensure that it's destroyed exactly once,
and never used after being destroyed.
(This made the callback object move-only, so I had to add support
for move-only callbacks to rtc::Thread::Invoke().)
