The NetworkStateEstimator is updated on every incoming RTP packet if available.
A rtcp::RemoteEstimate packet is sent every time a rtcp::TransportFeedback packet is sent.

This change adds the writing and parsing of the `abs-capture-time` RTP header extension defined at:

We are still missing the code to:
- Negotiate the header extension.
- Collect capture time for audio and video and have the info sent with the header extension.
- Receive the header extension and use its info.

The initial implementation forced the sender to use different sizes
of the RTP header extension depending on if a feedback request is
included or not. This can be a problem if the RTP header is pre-
allocated.
This CL changes this so that a static size of 4 bytes can be used
for the TransportSequenceNumberV2 RTP header extension. The change
in the protocol to get this to work is that
FeedbackRequest::sequence_count == 0 means that no feedback is
requested, and FeedbackRequest::sequence_count == 1 means that
feedback is requested for the current packet only.

Deleting the apparently unused include of api/rtp_headers from
common/video/include/video_frame.h broke the PayloadRouter and
VideoSendStream code under video/. Missing declaration of the
RtpPayloadState struct declared in api/rtp_headers.h. Moving the
declaration of that struct to payload_router.h (outside of the api),
since it's used only internally in video/, and that seemed to be a
more logical place for it.

One reason for the circular deps is that common_types.h is a
historical dumping ground for various structs and defines that
are believed to be generally useful. I tried moving things out
that did not appear to be used downstream (StreamCounters,
RtpCounters etc) and moved the things that seemed used
(RtpHeader + supporting structs) to a new file api/rtp_headers.h.
This makes their place in the api more clear while moving out
the things that don't belong in the API in the first place.
I had to extract out typedefs.h from webrtc_common to resolve
another circular dependency. I believe checks includes typedefs,
but common depends on checks.
