The spec for these are at https://w3c.github.io/webrtc-stats/#dom-rtcinboundrtpstreamstats-powerefficientdecoder and https://w3c.github.io/webrtc-stats/#dom-rtcinboundrtpstreamstats-powerefficientdecoder These stats are based on the is_hardware_accelerated boolean in both the DecoderInfo and EncoderInfo structs.
