This CL makes it possible to configure the priority of audio streams in
bitrate allocations using field trials.
It also adds the option to forcibly ignore any injected audio allocation
strategy, so that experimentation with allocation won't be blocked on
the work to remove the strategy injection.

https://webrtc-review.googlesource.com/c/src/+/119121 added two calls to set the observed overhead. Both SetupSendCodec() and ReconfigureSendCodec() update the encoder's overhead. However, these calls happen before RTP has issued any callbacks to set the overhead, so they tell the encoder that the overhead is zero.
This change checks whether the overhead has been set to a non-zero value before each of the new calls and adds a DCHECK to quickly catch future cases which attempt to set overhead to zero.

Before this change the encoder tasks runs on a shared worker queue.
That makes the destruction require synchronization to avoid races.
By keeping a separate encode queue to ChannelSend, we can safely
destruct the object without worrying for left over tasks, as they
will be stopped when the task queue is destroyed.
For TaskQueue implementations using one thread per TaskQueue this
will increase the thread count by the number of AudioSendStreams,
which typically is just one.
This is partly a reland of 9b9344742b

This prepares for making AudioSendStream use its own task queue. In the
future more of the functionality that depends on running on the task
queue is planned to be moved directly into RtpTransportControllerSend.
They should instead get it from the transport controller. This affects
the media transport tests which previously assumed that the transport
controller could be missing. However, this is not something that is used
in production, so this is an improvement of the tests as they will
behave more like production code.

In order to have correct overhead adjustments for ANA in AudioSendStream we need to know both transport and audio packetization overheads in AudioSendStream. This change makes AudioSendStream to be OverheadObserver instead of ChannelSend. This change is required for https://webrtc-review.googlesource.com/c/src/+/115082.

This change adds a new subcategory to the public native webrtc::CryptoOptions
structure: webrtc::CryptoOptions::Frame.
This new structure has a single off by default property:
crypto_options.frame.require_frame_encryption.
This new flag if set prevents RtpSenders from sending outgoing payloads unless
a frame_encryptor_ is attached and prevents RtpReceivers from receiving
incoming payloads unless a frame_decryptor_ is attached.
This option is important to enforce no unencrypted data can ever leave the
device or be received.
I have also attached bindings for Java and Objective-C.
I have implemented this functionality for E2EE audio but not E2EE video
since the changes are still in review.

This adds calls to the underlying RtpRtcp module to indicate when audio
is part of bitrate allocation. This information is propagated and set in
the packet info for each packet.
This is part of a series of CLs that allows GoogCC to track sent bitrate

This change integrates the FrameDecryptorInterface and the FrameEncryptorInterface into
the audio media path. If a FrameEncryptorInterface is set on an outgoing audio RTPSender
then each outgoing audio payload will first pass through the provided FrameEncryptor which
will have a chance to modify the payload contents for the purposes of encryption.
If a FrameDecryptorInterface is set on an incoming audio RtpReceiver then each incoming
audio payload will first pass through the provided FrameDecryptor which have a chance to
modify the payload contents for the purpose of decryption.
While AEAD is supported by the FrameDecryptor/FrameEncryptor interfaces this CL does not
use it and so it is left as null.

When bitrate is allocated to streams that does not have packet feedback,
the allocated bitrate should be included in the estimate. This was
previously only implemented for the old congestion controller and not
for the new task queue based version.
To make the behavior more robust, the responsibility for tracking this
is moved to BitrateAllocator where it's handled consistently for
multiple streams without feedback.

This will avoid enabling TWCC for calls having WebRTC-Audio-SendSideBwe enabled on one side of the call but not on the other.
Currently the side supporting audio BWE indicates TWCC extension in SDP but the side that does not support will not. As the result the not supporting side will send TWCC but will not use it and the side supporting audio BWE will not send TWCC.

SetTransportOverhead was used by send streams to signal the packet
overhead that they received from Call. However, call receives the value
from OnNetworkRouteChanged in WebRtcVideoChannel and
WebRtcVoiceMediaChannel which is already propagated to
RtpTransportControllerSend. By skipping the round trip, the interface on
the rtp transport controller can be reduced.

* VoEBase contains only stub methods (until downstream code is
updated).
* voe::Channel and ChannelProxy classes remain, but are now created
internally to the streams. As a result,
internal::Audio[Receive|Send]Stream can have a ChannelProxy injected
for testing.
* Stream classes share Call::module_process_thread_ for their RtpRtcp
modules, rather than using a separate thread shared only among audio
streams.
* voe::Channel instances use Call::worker_queue_ for encoding packets,
rather than having a separate queue for audio (send) streams.

TransmitMixer's functionality is moved into the AudioTransportProxy
owned by AudioState. This removes the need for an AudioTransport
implementation in VoEBaseImpl, which means that the proxy is no longer
a proxy, hence AudioTransportProxy is renamed to AudioTransportImpl.
In the short term, AudioState needs to know which AudioDeviceModule is
used, so it is added in AudioState::Config. AudioTransportImpl needs
to know which AudioSendStream:s are currently enabled to send, so
AudioState maintains a map of them, which is reduced into a simple
vector for AudioTransportImpl.
To encode and transmit audio,
AudioSendStream::OnAudioData(std::unique_ptr<AudioFrame> audio_frame)
is introduced, which is used in both the Chromium and standalone use
cases. This removes the need for two different instances of
voe::Channel::ProcessAndEncodeAudio(), so there is now only one,
taking an AudioFrame as argument. Callers need to allocate their own
AudioFrame:s, which is wasteful but not a regression since this was
already happening in the voe::Channel functions.
Most of the logic changed resides in
AudioTransportImpl::RecordedDataIsAvailable(), where two strange
things were found:
1. The clock drift parameter was ineffective since
apm->echo_cancellation()->enable_drift_compensation(false) is
called during initialization.
2. The output parameter 'new_mic_volume' was never set - instead it
was returned as a result, causing the ADM to never update the
analog mic gain

Besides this, tests are updated, and some dead code is removed which
was found in the process.

The new interface uses optionals instead of default values, and only values that are actually used are included. To make it easy to add/remove stats in the future, the struct itself is copied around on all layers, instead of copying the values one by one. This CL also fixes a bug which caused several APM statistics to get stuck at a fixed level when there are no more receive streams (after some period where there were receive streams). Since APM doesn't know this happens, an argument was added to the GetStats call to pass this information down to APM.

Track IDs are assigned by application during track creation.
Track IDs are used by custom bitrate allocation strategies to identify tracks.
Track ID can be empty, in that case bitrate allocation strategies will not be able to handle
these tracks specifically and will handle them as a default.

In https://webrtc-review.googlesource.com/c/src/+/1560 we moved WebRTC
from src/webrtc to src/ (in order to preserve an healthy git history).
This CL takes care of fixing header guards, #include paths, etc...
