This CL removes two deprecated methods from the VideoEncoder interface:
* int32_t SetRates(uint32_t, uint32_t);
* int32_t SetRateAllocation(const VideoBitrateAllocation&, uint32_t);
These are no longer used, instead the new version must be implemented:

Migrating is straight forward. For the old SetRates, simple replace:

Two more things to note:
1. The new method is void. Previously the only use of the return value
in production code was to log a more or less generic error message.
Instead, log the actual error from the encoder when it happens,
then just return.
2. The new method is pure virtual; it must be overriden even in test.
This CL is intended to be landed two weeks after creation, on Thursday
May 9th 2019.

This CL wires up the new SetRates() method of the video encoders, and
refactors a few things in the process:
Most notably, the VideoStreamEncoderInterface is update so that the
|target_headroom| parameter is replaced with |link_allocation|, meaning
that instead of indicating bitrate capacity in excess of the target
bitrate, it indicates to total network capacity allocated for the
stream including the target bitrate. This matches the VideoEncoder API.
The VideoEncoder::RateControlParameters struct gets a few new helper
methods.
In VideoStreamEncoder, instead of adding more fields to the
|last_observed_bitrate*| family, uses an optional struct that
inherits from VideoEncoder::RateControlParameters.

This CL changes the API for webrtc::VideoEncoder.
There is a legacy method called SetRates(). This is indicated as being
deprecated, but there seem to be a number of usages still left.
Then there is the new SetRateAllocation() method which takes a
VideoBitrateAllocation instance instead of a single target bitrate.
This CL adds a new version of SetRates() which moves all the existing
parameters in a RateControlParameters struct, and adds a bandwidth
allocation signal. The intent of this signal is to allow the encoder
to know how close to the target it needs to stay. If the encoder rate
is network restricted, it will need to be more aggressive in keep the
rate down and possibly drop frames. If there is some margin for
overshoot, it might do different trade-offs.
Furthermore, the frame rate signal is changes from an integer to a
floating point type in order to get more precise rates at low frame
rates and the return type has been changed to void since the only use
of the previous values to log it and that is better done inside encoder
where the error condition originates.
The intent is to properly deprecate the "old" SetRates() /
SetRateAllocation() methods, send out a PSA and then remove them in two
weeks. Changes required by users should be trivial, as using the new
headroom signal is optional.

This CL paves the way to making FrameBufferController injectable.
LibvpxVp8Encoder can manage multiple streams. Prior to this CL,
each stream had its own frame buffer controller, all of them held
in a vector by LibvpxVp8Encoder. This complicated the code and
produced some code duplication (cf. SetupTemporalLayers).
This CL:
1. Replaces CreateVp8TemporalLayers() by a factory. (Later CLs
will make this factory injectable.)
2. Makes LibvpxVp8Encoder use a single controller. This single
controller will, in the case of multiple streams, delegate
its work to multiple controllers, but that fact is not visible
to LibvpxVp8Encoder.
This CL also squashes CL #126046 (Send notifications of RTT and
PLR changes to Vp8FrameBufferController) into it.

Currently, CPU overuse settings for HW encoders are sometimes being used
even though the actual encoder is a SW encoder, e.g. in case of SW fallback
when the encoder is initialized. Polling is_hardware_accelerated after the
encoder has been created and initialized will improve choosing the correct
CPU overuse settings.

This removes the constructor that takes all members as parameters.
A main goal with this struct is to make it easy to add or remove fields
without having to refactor implementations and usage all over the palce,
this breaks down if we need to update the arguments in this constructor
every time.
Also cleans up a few commented-out lines that were forgotten in an

This deprecates the following methods in VideoEncoder:
virtual ScalingSettings GetScalingSettings() const;
virtual bool SupportsNativeHandle() const;
virtual const char* ImplementationName() const;
Though they are not marked RTC_DEPRECATED since we still want to call
them from within the default GetEncoderInfo() until downstream
projects have been updated.
Furthmore, implementation name is changed from const char* to
std:string, which prevents some lifetime issues with dynamic encoder
names, and CodecSpecificInfo.codec_name is removed in favor of getting
the implementation name via GetEncoderInfo().
This CL removes calls to these deprecated methods, follow-ups will also
remove implementations of the methods and replace them with new
GetEncoderInfo() substitutions.

This allows to control inter-layer prediction at encoding VP9 SVC.
There are three options:
1. Disabled.
2. Enabled for all pictures.
3. Enabled for key pictures, disabled for others.
Inter-layer prediction is enabled for all pictures by default.

This deletes the resilienceOn flag in VideoCodecVP8 and VideoCodecVP9.
Instead, the implementations of VP8 and VP9 set resilience mode
internally, based on the configuration of temporal and spatial layers.
The nack_enabled argument to VideoCodecInitializer::SetupCodec becomes
unused with this cl. In a followup, it will be deleted, together with
the corresponding argument to VideoStreamEncoder methods.
An applications which really wants to configure resilience differently
can do that by injecting an EncoderFactory with encoders behaving
as desired.

Since the webrtc_common build target does not have visibility set, we
cannot easily use BitrateAllocation in other parts of Chromium.
This is currently blocking parts of chromium:794608, and I know of other
usage outside webrtc already, so moving it to api/ should be warranted.
Also, since there's some naming confusion and this class is video
specific rename it VideoBitrateAllocation. This also fits with the
standard interface for producing these: VideoBitrateAllocator.
