This prepares for making the Clock interface fully mutable.
Calls to the time functions in Clock can have side effects in some
circumstances. It's also questionable if it's a good idea to allow
repeated calls to a const method return different values without
any changed to the class instance.

This removes the reserved bitrate feature as it is not currently used.
This saves debugging time as there is less code to investigate. This
also makes it easier to compare the code with the task queue based
version which lacks this feature.

Without this fix the new estimate would be capped by the old delay-based
estimate. Also revert a part of https://codereview.webrtc.org/2949203002
that only pushes updates from the delay-based estimate if the estimate
change. This is reverted as a safety precaution to prevent situations
where the two estimators get out of sync.
