This is a follow-up to

This time the whole code base is covered.
Some files may have not been fixed though, whenever the IWYU tool
was breaking the build.

The content_unittests failure was caused by wrong path in the cfi
blacklist (when the files from x11 folder were moved to the linux
folder by this change).
