08b882d762 ice: include tiebreaker in computation of foundation attribute
the foundation attribute is currently calculated as
  CRC32(baseaddress, protocol, relayprotocol)
which is a way to satisfy the requirements from
  https://www.rfc-editor.org/rfc/rfc5245#section-4.1.1.3

However, this leaks the base address which defeats the
MDNS obfuscation described in
  https://datatracker.ietf.org/doc/draft-ietf-mmusic-mdns-ice-candidates/
since the CRC32 can be reversed using a table lookup as shown in
  https://github.com/niespodd/webrtc-local-ip-leak/

To defeat that lookup, "seed" the CRC32 with the ICE tie-breaker which is a randomly picked unsigned 64 bit integer described in
  https://www.rfc-editor.org/rfc/rfc5245#section-5.2

The tie-breaker is not known to Javascript and adding it scopes the foundation within the peer connection as described in section 4.1.1.3

To manually test (preferably with a DCHECK for IceTiebreaker() in ComputeFoundation)
- gather candidates twice on https://webrtc.github.io/samples/src/content/peerconnection/trickle-ice/ and observe that the foundations are not the same after this change
- create two RTCPeerConnections with {iceCandidatePoolSize: 1}, create a datachannel, call setLocalDescription, inspect the candidates and observe that the foundations are not the same after this change.

Unit test changes have been split into a separate CL for easier integration.

ab5876a8ab Remove TURN port's duplicate pointer to field_trials.

e83500e17b [Connection] Construct ping/connection requests in one step.
This moves the construction of StunMessage instances for
ConnectionRequest, outside of the Prepare() method.

Following this, removing Construct()+Prepare() is relatively
straight forward.

278b19da38 Rename variables of type StunMessage* from request to message.
This is just to reduce confusion since StunMessage and StunRequest
instances are frequently used together and message objects are often
configured from within request objects (which makes the name confusing).

d7e5cfb3cf Use WeakPtr<Port> in Connection classes.
This is to aid with catching issues whereby a connection object might
have a bad reference back to a port object, e.g. inside of an async
callback.

2e1546887b Avoid generating a random id for candidate stats.
CandidateStats didn't use an initializer list which caused the
`candidate` member variable to be constructed with a random id
(calling an expensive rng method), only to be overwritten directly
thereafter.

9582fa47db Remove unused setter for Port::socket_factory()
Also take the opportunity to declare factory_ const.
(Bug reference is where I noticed the possibility; it is unlikely
to fix the bug.)

abdb470d00 Make MessageHandler cleanup optional.
As documented in webrtc:11908 this cleanup is fairly invasive and
when a part of a frequently executed code path, can be quite costly
in terms of performance overhead. This is currently the case with
synchronous calls between threads (Thread) as well with our proxy
api classes.

With this CL, all code in WebRTC should now either be using MessageHandlerAutoCleanup
or calling MessageHandler(false) explicitly.

Next steps will be to update external code to either depend on the
AutoCleanup variant, or call MessageHandler(false).

Changing the proxy classes to use TaskQueue set of concepts instead of
MessageHandler. This avoids the perf overhead related to the cleanup
above as well as incompatibility with the thread policy checks in
Thread that some current external users of the proxies would otherwise
run into (if we were to use Thread::Send() for synchronous call).

Following this we'll move the cleanup step into the AutoCleanup class
and an RTC_DCHECK that all calls to the MessageHandler are setting
the flag to false, before eventually removing the flag and make
MessageHandler pure virtual.

93a9d19d4e p2p_transport_channel: Add estimated disconnected time to CandidatePairChangeEvent
This patch adds a computed estimate on how long the ice stack
was disconnected before switching to a new connection.

The metric is currently computed as now - max(connection->last_data_recevied())
and has resonably good precision.

fb4351b085 Enforce "comprehension-required" STUN rules.
If a STUN attribute is in the "comprehension-required" range
(0x0000-0x7FFF), and the implementation does not recognize it, this
should be treated as an error (as per RFC5389), with different behavior
depending on the type of the message received.

56d945233d Move stun.h to api/.
We now have two downstream users of stun.h, so it appears to be
generally usable. I put this in a new dir networking/, but I'm open to
suggestions here (maybe some things in api/ should move in there).

I checked what our downstream users are actually using, and it's

cricket::StunErrorCodeAttribute

I reckoned that was pretty much everything in stun.h, so I didn't
bother splitting it up. They don't use every function and constant
in there, but all _types_ of functions and constants, so for the
sake of coherence I don't think it makes sense to split it.

There's some old stuff in there like GTURN which could arguably
be split out, but it should likely go away soon anyway, so I don't
think it's worth the effort.

Steps:
1) land this
2) update downstream to point to the new header and target
3) remove p2p/base:stun_types.

66e7679fb8 Export symbols needed by the Chromium component build (part 8).
This CL uses RTC_EXPORT (defined in rtc_base/system/rtc_export.h)
to mark WebRTC symbols as visible from a shared library, this doesn't
mean these symbols are part of the public API (please continue to refer
to [1] for info about what is considered public WebRTC API).
