9def99487e Delete BasicPacketSocketFactory constructor with thread argument
In callers where it's non-trivial to explicitly pass the right
SocketFactory, pull the call to rtc::Thread::socketserver() into the
caller, with a TODO comment.

2ee0e64696 Add support for manually configuring subnets as VPN
This patch adds support for manually setting subnets that
should be handled as VPN, i.e be subject to VpnPreference,
in case webrtc fails to auto-detect VPNs.

c8fa1eeb75 Add and implement VPN preference
This patch adds a vp preference field to RTCConfig.
  DEFAULT,       // No VPN preference.
  ONLY_USE_VPN,  // only use VPN connections.
  NEVER_USE_VPN, // never use VPN connections
  PREFER_VPN,    // use a VPN connection if possible, i.e VPN connections sorts higher than all other connections.
  AVOID_VPN,     // only use VPN if there is no other connections, i.e VPN connections sorts last.

2e1546887b Avoid generating a random id for candidate stats.
CandidateStats didn't use an initializer list which caused the
`candidate` member variable to be constructed with a random id
(calling an expensive rng method), only to be overwritten directly
thereafter.

da8a45fdaa AllocationSequence: migrate from rtc::Message to TaskQueue.
AllocationSequence uses legacy rtc::Thread message handling. In order
to cancel callbacks it uses rtc::Thread::Clear() which uses locks and
necessitates looping through all currently queued (unbounded) messages
in the thread. In particular, these Clear calls are common during
negotiation and the probability of having a lot of queued messages is
high due to a long-running network thread function invoked on the
network thread.

Fix this by migrating AllocationSequence to task queues.

d77c829d37 Fix incorrect log message in FilterNetworks function.
This log should print removed elements in 'networks' which pointer to
vector<Network*> really. But it was printing just tailing elements of
the vector. For example, assume that there are 4 elements in 'networks',
and 1st and 3rd elements are removed. Then 'networks' will be changed
like this.

<Before>
[0] id = 1
[1] id = 2
[2] id = 3
[3] id = 4

<After>
[0] id = 2
[1] id = 4

Then this log should print the elements with id=1, id=3 which removed.
But currently it is printing the elements with id=3 and id=4 which
tailing 2 elements of the vector. It's related with how std::remove_if
works. So I replaced it with std::partition.

7627fdd68a Sanitize the address field of peer-reflexive remote candidates.
Per the latest WebRTC stats spec
(https://w3c.github.io/webrtc-stats/#dom-rtcicecandidatestats)
the address field of a peer-reflexive remote candidate should be concealed
until the same address is learnt via addIceCandidate.

This CL also refactors the sanitization-related code paths.
