Replace helper functions with the constant
Remove option to set min bitrate in RemoteBitrateEstimator as unused:
ReceivedSideCongestionController is the only user of the
RemoteBitrateEstimator interface, and it always sets the same value
right after construction that RemoteBitreateEstimators already use.

This removes PacketRouter inheritance from RemoteBitrateObserver and TransportFeedbackSenderInterface.
Call binds methods for sending REMB and transport feedback messages from RemoteCongestionController to PacketRouter.
This is needed until the RTCPTranseiver is used instead of the RTP modules.

Logic for throttling how often REMB messages are sent is added to ReceiveSideCongestionController as well as a new method SetMaxDesiredReceiveBitrate. These are based on the logic in PacketRouter. The logic for throttling REMB and setting the max REMB will be removed from PacketRouter in a follow up cl.
The purpose is to eventually decouple PacketRouter from sending RTCP messages when RtcpTransceiver is used.

The NetworkStateEstimator is updated on every incoming RTP packet if available.
A rtcp::RemoteEstimate packet is sent every time a rtcp::TransportFeedback packet is sent.

With this change, both the normal RTP and the transport-wide sequence
numbers are propagated with with AddPacket() call via a new
RtpPacketSendInfo struct, replacing the previous set of parameters.
The intent with this is that SendTimeHistory can hold a mapping from
transport-wide to rtp sequence numbers, and then via callbacks let the
RTP modules know when packets have been received by the remote end.

This prepares for making the Clock interface fully mutable.
Calls to the time functions in Clock can have side effects in some
circumstances. It's also questionable if it's a good idea to allow
repeated calls to a const method return different values without
any changed to the class instance.

While this class is deprecated, it's needed as a stop-gap solution.
Other methods to configure the max probe rate all effect the current
estimate and/or trigger new probes to be sent, and we need a way to
configure the max without affecting other behavior.

If we're in ALR, the acked rate is going to be significantly lower than
the current estimate for the link capacity. If we need to back off in
this situation (usually caused by latency spikes), this CL makes us back
off relative to current estimate if. We then immediately send a new
probe just in case the network did actually change.
All of this is behind experiment flags for now.

This removes the old version of Probe Controller. The new controller is
slightly different, therefore the legacy SendSideCongestionController is
changed to accommodate the new function.
Most notably, the functionality is changed so that probes are now sent
only from the OnProcess call and not immediately on changing a
parameter.
The lock previously owned and used by ProbeController is moved to SendSideCongestionController. This should not change any
behavior.

This CL adds methods to the SendSideCongestionController (SSCC)
interface for configuring pacing factor and allocation based data rate limits.
This means that old SSCC implement the same interface as the new, task
queue based SSCC. This also allows merging the max total allocated
bit rate into SetAllocatedSendBitrateLimits.
This is done in preparation for an upcoming CL where the SSCC version
is controlled by a field trial.

Removing the Synchronous call AvailableBandwidth from the
RtpTransportControllerSend interface. The bandwidth estimate is
provided trough a new interface that communicates with a struct
making it easier to add parameters in the future.
This prepares for removing locking behavior in
SendSideCongestionController that exists just to support this feature.
To keep backwards compatibility with the old
SendSideCongestionController, the struct TargetTransferRate
is constructed in RtpTransportControllerSend. This step can be
removed in the future when the old SendSideCongestionController
is deprecated.

SSCC was accessing the pacer just to report values back to
RtpTransportControllerSend which already owns the pacer.
This CL moves those access methods.
To make RtpTransportControllerSend simpler, Call is made
responsible to keep track of network status used only as a
condition for report the pacer queuing delay.
