- Use NtpTime instead of pair of uint32_t to represent ntp time
- Increase precision estimate with NtpTime precision instead of ms precision
- Hide helper structs as private types
- Modernize interface to prefer return values over output parameters
- embed LinearRegression helper into the only user: UpdateParameters

Make averaging test in NtpEstimator less sensitive.
TESTED=Locally patched into chrome and tested on 1st party software and in video_loopback. All produced parameters looked reasonable.

Use moving median filters in RemoteNtpTimeEstimator, RtpToNtpEstimator
If Webrtc-ClockEstimation experiment is enabled, median filtering is
applied to results of RtpToNtpEstimator and RemoteNtpEstimator to smooth
out random errors introduced by incorrect RTCP SR reports and networking delays.
