This cl deprecates the FrameType enum, and adds aliases AudioFrameType
and VideoFrameType.
After downstream usage is updated, the enums will be separated
and be moved out of common_types.h.

Googletest recently started replacing the term Test Case by Test Suite.
From now on, the preferred API is TestSuite*; the older TestCase* API
will be slowly deprecated.
This CL moves WebRTC to the new set of APIs.

Currently, CPU overuse settings for HW encoders are sometimes being used
even though the actual encoder is a SW encoder, e.g. in case of SW fallback
when the encoder is initialized. Polling is_hardware_accelerated after the
encoder has been created and initialized will improve choosing the correct
CPU overuse settings.

Multiplex encoder is now supporting attaching user-defined data to the video
frame. This data will be sent with the video frame and thus is guaranteed to
be synchronized. This is useful in cases where the data and video frame need
to by synchronized such as sending information about 3D objects or camera
tracking information with the video stream
Multiplex Encoder with data is implemented in a modular way. A new
VideoFrameBuffer type is created with the encoder. AugmentedVideoFrameBuffer
holds the video frame and the data. MultiplexVideoEncoder encodes both
the frame and data.

Since the webrtc_common build target does not have visibility set, we
cannot easily use BitrateAllocation in other parts of Chromium.
This is currently blocking parts of chromium:794608, and I know of other
usage outside webrtc already, so moving it to api/ should be warranted.
Also, since there's some naming confusion and this class is video
specific rename it VideoBitrateAllocation. This also fits with the
standard interface for producing these: VideoBitrateAllocator.

The VideoCodecTest class is a fixture base class for the
libvpx-VP8, libvpx-VP9, and OpenH264 unit tests. It is unrelated
to the VideoProcessor tests, which we colloquially refer to as
the "codec test".
This rename is thus to reduce this confusion. It should have no
functional impact.
