b7c15706de Fix integer-overflow in TimestampExtrapolator 
The Frequency implementation does not allow for nominators as large as
those that can occur in consecutive RTP timestamps, so use double math
instead.

Only use, in VCMTiming, protects it with its own mutex.

76b7f51842 Move timestamp_extrapolator.h to rtc_base/time/ 
This moves it from an API directory (system_wrappers/include/) to a
non-API directory, which is exactly what we want for utilities like
this.
