Use std::make_unique instead of absl::make_unique.

WebRTC is now using C++14 so there is no need to use the Abseil version
of std::make_unique.
This CL has been created with the following steps:

Add JavaToNativeVideoCodecInfo to native API.

This conversion function is useful for downstream native codecs
which want to take a VideoCodecInfo in the Java wrapper and use it
as a SdpVideoFormat in the C++ object.

Instead of going through our wrappers in ptr_util.h.
This CL was generated by the following script:
