We have used the Godbolt compiler explorer to check that similar

The main problem with that CL was that we used frame timestamps as basis
for frame dropping, but those might not be continuous or even populated
in some circumstances.
Additionally, I found that the bitrate was off since the encoder does
not not take the dropped frames into account, so if we drop every other
frame continiusoly, the bitrate sent will be around half of the target.
Patch set 1 is the original CL, subsequent patch sets cotains fixes.

This CL corrects the way that the estimated filter delay is used in
AEC3. In particular
-It uses the filter delay to choose the correct render block in AecState
-It changes the code to reflect that the filter delay is always computed
-It removes part of the code that formerly relied on the filter delay
being an Optional.

When Chromium hooks up with the stereo codec, then it has difficulty
communicating with a google chrome without stereo codec. By design, we
do allow codec choice for the standalone codecs, but the problem is
that we do not handle the payload correctly, and thus the existence
of stereo codec will remove the payload registry of the standalone
version of its associated codec. (For example, stereo codec on top of
VP9 will remove the payload registry of standalone VP9 codec.)
This CL fixes the issue. When generating payload data, we should use
"stereo" as payload name, instead of its associated codecs.

for Android builds. The roll cannot be completed because of three

I updated some dependency enforcement rules to allow examples and pc
to depend on common_video. I reckoned depending on common_video is
not controversial when they already dependend on media/base, which
is a lower-level abstraction.

This CL is part of merging the helper functions for audio and non-audio JNI code.
The GetThreadInfo() function is unrelated to JNI and I would prefer not to keep
it in a JNI helper file. Also, GetThreadInfo() is a very small function and inlining
it makes it simpler and more transparent IMO, as well as removing a lot of unnecessary
std::string creations.
