This name change communicates that the recursive critical section
should not be used for new code.
The relevant files are renamed rtc_base/critical_section* ->
rtc_base/deprecated/recursive_critical_section*

Concatenating __FILE__ with __LINE__ prevents the compiler from
aliasing strings within the same file, contributing ~30KB of .text
bloat. Chrome already omits from the file number from its Location
type so it doesn't seem to be a big loss.

This CL is part of merging the helper functions for audio and non-audio JNI code.
The GetThreadInfo() function is unrelated to JNI and I would prefer not to keep
it in a JNI helper file. Also, GetThreadInfo() is a very small function and inlining
it makes it simpler and more transparent IMO, as well as removing a lot of unnecessary
std::string creations.

Now that we have moved WebRTC from src/webrtc to src/, common_types.h
and typedefs.h are triggering a cpplint error.
The cpplint complaint is:
Include the directory when naming .h files [build/include] [4]
This CL disables the error but we have to remove these two headers
from the root directory.

Making a long chain of interface changes to route a CodecSpecificInfo
struct from the video encoder function to the RTPSenderVideo. This
will be used to convey information needed by the RTP packetizer when
building the RTP headers.
