Rasmus Brandt bfd44e0837 Add JavaToNativeVideoCodecInfo to native API. 
This conversion function is useful for downstream native codecs
which want to take a VideoCodecInfo in the Java wrapper and use it
as a SdpVideoFormat in the C++ object.
