Ivo Creusen 3ce44a3540 Move NetEq headers to api/
This CL also introduces NetEqFactory and NetEqControllerFactory
interfaces, as well as several convenience classes for working with
them: DefaultNetEqFactory, DefaultNetEqControllerFactory and
CustomNetEqFactory.
