Yaowen Guo 9406c22769 Update android example gradle and target sdk version. 
The build tools is update android sdk to 31, consistent with it.

This directory contains an example unit test for Android AppRTCMobile.

Example of building & using the app:

- Build Android AppRTCMobile and AppRTCMobile unit test:
cd <path/to/webrtc>/src
ninja -C out/Debug AppRTCMobile_test_apk

- Install AppRTCMobile and AppRTCMobileTest:
adb install -r out/Debug/apks/AppRTCMobile.apk
adb install -r out/Debug/apks/AppRTCMobileTest.apk

- Run unit tests:
adb shell am instrument -w org.appspot.apprtc.test/android.test.InstrumentationTestRunner
