Byoungchan Lee 81d65fcf7d Update portaudio to the latest
Previous version uses OSMemoryBarrier() on Apple but this is deprecated
in macOS 10.12.

Also, modify PRESUBMIT.py so that this patch is not blocked by
CheckLongLines.
