This adds a new mode to the ProbeController that sends probes every second the first 5seconds. Intented usage is before normal media has started flowing. If enabled, the max allocated bitrat is ignored during these initial probes. The purpose is to have a more accurate estimate at the beginning of a call. The cl also removes ProbeController::SetFirstProbeToMaxBitrate.
