Erik Språng e57a493301 Reland "Rename vp9::FrameInfo to vp9::UncompressedHeader and add more fields." 
This is a reland of 3097008de0

Patchset 1 is a pure reland. Patchset 2 contains a bugfix plus a test
covering that case.
